What an ECHO "State CWA Penalty AO" is

ECHO is EPA's enforcement database. When TCEQ settles a wastewater permit case, the agreed order shows up on the plant's ECHO facility report as a formal action with its date, lead agency and the penalty listed.

Example: the City of Van Alstyne's ECHO order of Oct 14, 2026 is TCEQ Agreed Order docket 2024-1504-MWD-E, on the TCEQ Commission agenda of Oct 7, 2026 (item 41).

Texas since Jul 1, 2026

  • ECHO extract of Oct 30, 2026. Orders reach ECHO days to weeks after their date.
  • School package plants and non-utility permits (rest areas, landfills, state agencies) are removed.

What an order does not prove

  • Not a current problem: an order often settles an older case. Van Alstyne's docket number dates from 2024.
  • "Penalty listed" isn't "paid". ECHO doesn't show amounts collected, and part of a penalty can be offset by an environmental project.
  • The contact we show is the town's water-system administrator from SDWIS, labelled as such, not the wastewater permit contact.
